[Agda] Memory leak under GHC 6.10.1 fixed

Hi,

The unusually large memory usage observed when using Agda compiled with
GHC 6.10.1 should now be fixed. I switched one part of the main monad
from Control.Monad.State.Lazy to Control.Monad.State.Strict.
