[subexp-daq] Question un UCESB compilation

Dear Günter,
the missing cernlib would not be an issue.
Though, this compile would not be needed, since UCESB should normally not
be run o the RIO. (The RIO has only one CPU-core, so running an unpacker
there will take time from the DAQ.)
In fact, I think I never tried even to compile it on such slow systems :-)
