[Agda] Induction-induction in a tricky order

I would phrase it differently: It should be possible in a type of a constructor to refer to any constructor which has been introduced previously. This also makes sense semantically.

It seems a little silly that constructors cannot be references before they are defined, even when inside a mutual block. There also seems to be a difference between the old- and new-style mutual blocks when referencing datatypes. Maybe we could improve Agda to handle situations like this more uniformly?
