[Infravis] SNIC - contact

Hi!

I have contacted SNIC with regards to storage costs. I have asked for quotes centre storage as well as national storage. Last time we didn't ask for specific compute/visualization resources for the project.

I have also updated the text section 3.1 somewhat. In this we encouraging SNIC to provide a platform for remote visualization/imaging that can support the InfraVis-infrastructure?  (Same approach as last time).
