[Agda-dev] Removing support for GHC 7.4.2

Ubuntu 12.04 LTS uses 7.4.1 and is supported until April 2017.
Debian Wheezy (old stable) uses 7.4.1 and is still supported.

However, given that it the /current/ debian stable and the /current/
